I would suggest you to upgrade the operating system to latest Insider preview build 10576 released on October 29. This should resolve the issue.

Hi Josh,

I suggest you to follow the below steps to change the menu size and check.

1. Right click on the Start icon and click on Control Panel.

2. Click on Display.

3. Under the Change only the text size, click on the drop down and select the Menus option.

4. Reduce the size of the Menu by clicking on the drop down and click on Apply.

I have had the same exact problem for months, not sure when it started.  I am on the latest update as of todays date.  Why they don't seem to understand the problem is beyond me.  Right click with touch often (but not always... its not consistent) puts double spacing in the right click menus making the menu too talll requiring you to somehow touch the tiny scroll down arrow several times to reach the options at the bottom of the menu.

There must be some windows setting or registry setting that can disable this odd behavior when using the touch screen on my Surface pro.  It works fine when right clicking with a mouse compared to right click using touch screen.

Very frustrating!!!
