Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee and that the phone number is an official Microsoft global customer service number.
Greetings! I am Vijay, an Independent Advisor. I am here to work with you on this problem. Try these and check after each step.
1. Repair / Reset Photos App
Windows Key+i> Apps > Locate Photos by Scrolling Down > Click Advanced Options > Click Repair
If Repair doesn't work, click Reset
2. If Reset doesn't work, then you should uninstall using Powershell and reinstall the Photos App
Windows+X > Click Windows Powershell (Admin) > Copy the below command and paste in Powershell and Enter
get-appxpackage Microsoft.Windows.Photos | remove-appxpackage
Now, you need to reinstall it
Use below Powershell command to install
Get-AppxPackage -allusers Microsoft.Windows.Photos | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
(If you encounter problem installing it, you can always install it from Microsoft
Store - https://www.microsoft.com/store/productId/9WZDN... )

To try to fix Photos app Reset and Repair Photos app at Settings > Apps > Apps & Features > Photos app > Advanced Options. Your pictures will be safe in the User Pictures folder.
If that doesn't help try re-registering the Photos app from Option Two here: http://www.tenforums.com/tutorials/3175-apps-re...
If this was caused by Windows Updates then you can check which were installed at Settings>Update & Security>Windows Update under Installed Updates, then uninstall them from the link there, and hide with the Hide Updates tool downloaded from here: http://download.microsoft.com/download/f/2/2/f2...
You can also use System Restore to get before the problem began, then check for Updates with the Hide Update tool and hide them: http://home.bt.com/tech-gadgets/computing/how-t...
If nothing else helps you can try a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This reinstalls Windows in about an hour while saving your files, apps and most settings, solves many problems while also bringing it up to the latest version 1903 which you need anyway and by the most stable method. http://windows.microsoft.com/en-us/windows-10/m.... There are improvements in Photos app in Version 1903 so I would do this without hesitation.

Hi Vejay Verma!
Following your instructions:
No "Repair" Button in Advanced for Photos visible on my computer.
Did perform "Reset" with no change in program.
Did Uninstall using Powershell.
Couldn't Install using Powershell. It requested names for Variables ($) that I was unsure of how to answer.
Did Reinstall App thru the Microsoft Store.
No change in the program with the issue. Still only finds Photos and no Videos.
I sincerely appreciate your help in trying to resolve this issue. If you have further ideas please let me know of them.
I will now try the Solutions from Greg Carmack in the meantime.
