Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee and that the phone number is an official Microsoft global customer service number.
Have you tried downloading that exe again, if it also fails to run from another folder, then most likely it is corrupt, if that just happened in the Downloads folder, I would blame Controlled Folder access - though that may be worth looking at also . . .
Open Windows Defender Security Center
Go to Virus & threat protection - Virus & threat protection settings
Scroll down to Controlled folder access
Temporarily turn off Controlled Folder Access and check to see if you can run that exe to install that software
Please do not leave Controlled Folder Access turned off permanently

I already tried downloading it another time, i even tried to download a completely different .exe file from a different website and publisher. but this still happens. even just now i tried using a different browser but this also failed. It appears to be only happening when trying to use an .exe downloaded from the internet.

Do you use Windows Defender or some 3rd party security Suite, because that definitely sounds like whatever security you use is blocking those files and causing this lock-up . . .

Have you tried temporarily turning off Controlled Folder Access as explained above?
If so and you are still experiencing difficulties, try turning off Smart Screen (now called App and Browser Control) temporarily from the Security Center in Settings . . .
